What victory?

"Activists prevented from holding Gaza 'victory rally'" according to the Jordan Times this morning. What 'victory' do they want to celebrate? The death, injury and displacement of thousands of Palestinians and the destruction of property, land, factories etc? The extra-judicial killings of their own by their own?

I just don't understand how anyone can describe what happened in Gaza as a victory. T
