Down the Drain - Update!
After posting my original note, below, I went out for lunch and upon my return -- glory be-- a couple of rigs and gang of men working on the water pipe situation (on a Friday afternoon, no less). We'll see if it is solved by this evening...

Hope the problem is now solved! 10 - 15 years ago you couldn't drive down a road which did not have a leak in it. Things have improved tremendously but they had to! T
Yes - problem appears to be solved - though final layer of asphalt yet to be laid. I know things are better - in my old Sweifiya neighborhood, a manhole burbled water down the hill all winter long, despite multiple dig-ups and repairs. It is not enough to bring in external consultants or foreign companies to run the water service - it needs local leadership and some creative effort to motivate water authority workers, reward them and make them feel like heroes when they solve problems, instead of them hiding from consumers and not answering their phones!
